Backlog window is *_mwh / *_brl marked Comp are compensable-proxy (REL + CNF); the plain Total columns include all curtailment, compensable or not. Primary agent = owner with the largest pct_participacao in the ANEEL bridge.

Target list —
Column anatomy. Backlog = 2023-09-01 → 2025-11-25 (retroactive scope under Law 15.269/2025). Post-Backlog = everything after the statutory cut-off, i.e. the ongoing Layer-2 RevOps universe. Comp columns restrict to compensable-proxy cause classes (REL + CNF). Plain Total in each block includes ENE (non-compensable energy curtailment) as well, which is the proper denominator for loss accounting but not for claims sizing.
The "Primary agent" column is a single-pick proxy based on ANEEL
pct_participacao. Many plants are owned by SPEs with fractional participations — consolidate to the holding level via a curated dim_grupo_economico before outbound (next iteration).
